LGO (York office) colluding with a Council leader over a remedy
Pat Thomas (York LGO until late 2005) colluded with
a council leader to save them having to say sorry for maladministration
and then admits the fact in her leaving
address to the British and Irish Ombudsman's Association.

"One council leader told me that, although the council did not dispute my findings, he could not apologise because he would “lose face”! In that case we found a form of words which recognised the council’s fault but avoided the use of the word “sorry”
