Wirral Borough Council (WBC) and the York LGO

In December 2007, Anne Seex delivered her report into my complaint's about Wirral Borough Council (WBC) and in particular a certain Officer, after more than four investigations in all taking several years, and the final investigation taking more than a year which included a home visit by one of her investigators.

All seemed to be going well, I had passed on to the LGO masses of evidence supporting my complaint's, some of which pointed to criminal behaviour by the Director of the Council's Technical Services Department.

All was going well until Mrs Seex's final Report arrived that is, Not only had Mrs Seex mixed up the various elements of a complicated complaint, she had actually rewritten my complaint's to suit herself, thereby ensuring she didn't have to answer my particular complaint's, she omitted some and made other's up.

However even doing that she still got herself in to a jam, and had to rewrite English Law and Public Law in order to exonerate the Council.

Mrs Seex's Report in to my complaint's , must be one of the most obviously unlawful and blatantly illegal finding's passed down by any LGO Office ever..

Mrs Seex even went one step further in ensuring I was unable to obtain justice, by informing the Council that she regarded my 'Freedom of Information' requests to the Council in trying to obtain relevant documents supporting the Council's claims of 'policy' as, ' Vexatious', and therefore the Council did not have to respond to them under the FoI charter, however Mrs Seex quoted from these Documents herself in her Report in to my complaints, which she said she had seen and was satisfied with them.

Which is interesting in itself, as the Council had used these alleged ' Council Policy Documents' against me but had failed to provide me with copies, after over two years of my asking to see them, the LGO then also failed to provide me with them when I asked to see their copies under the FoI Act.

Perhaps most telling of all was that Merseyside Police said that one intepercular Document did not exist after both WBC and Mrs Seex told me the Police had a copy.

The qualifying resident and disabled person mentioned below was my severely disabled mother who at the time that all this started was 76 - she died last August aged 84, she had had a stroke and suffered from sever osteoporosis for the last 12 years of her life.

So what did Mrs Seex's Report contain that was so astonishing at variance with the Law and Public Law, well here is a summery of her Report into my complaints.

There is a lot more than even this, but I think you get an idea, I can back all of this up with the relevant letter's from the LGO and Council. Mrs Seex and the LGO may have shredded all of their documents to do with my complaints after six months, but I sure as hell haven't.
