Letter to Ed Balls, 30th November 2008

Dear Minister

We have previously written to you about the monstrous Haringey crime in relation to Baby P.  

Despite the serious dysfunctional behaviour of Haringey, the government wants to hide evidence regarding this despotic regime. This council is in complete contempt re democracy, withholding evidence from police and the PPS in regard the death of a child in care!  Holding back such evidence is not what parliament is all about! Ministers should not pull the plug on transparency! 

Your department claims that some Haringey incompetents will stay because they might be needed to give evidence in any future Haringey child neglect? People are afraid that some that should be kicked out - will remain?  This 5th column of yours will soon be 'seen off' by the Stasi-style hounding operating within the council. If you are concerned about the abuse and deaths of children in care, then you have to give serious consideration to the root cause - unfit unregulated councils. Placid regulators like Ombudsman, with friendly 'slap on wrist' judgements have done much to secure the entrenchment of the 'old pals act'!  

Many councils have become omnipotent, having been encouraged by LGOs to deal dismissively with complainants.  Because of this, the electorate with many a genuine grievance has become victims of deceitful council complaint procedures! This failure to regulate councils by normal public criticism has allowed the breakdown of the democratic process of accountability. These restrictions put upon council critics have denied public scrutiny. This protection allowed unrestrained council miscreants to put themselves above the law! This has allowed dysfunctional, often contemptuous Town Hall monstrosities to grow within our midst protected by political agenda. 

There is also concern that the atrocious harassment of critics may well continue using the usual public sector machinery.  One hopes the whistleblower gets some recognition for her heroic fight-back against revengeful council hounding. It is appalling that MPs have sat in parliament espousing the virtues of councils, even giving them more power, when in reality they are in more need of regulation than the discredited Banking system!  A claim has been made that 'IF' failures were found in the Haringey report, action would be taken?  The electorate is now well aware of numerous failures, and are even more aware that the ministerial 'old pals act' is liable to kick in?

Why is this eagerly awaited report being shrouded in political mystery?  Are you trying to protect a minister or two?  One has to start seriously thinking as to what's wrong with councils? Whilst Haringey were browbeating whistleblowers; paedophiles were known to have worked under the noses of lax social workers. Even more frightening, is that networking paedophiles can infiltrate council care homes at will; where senior council officials have been known to shrug off criticism regarding these abominations, threatening critics with disciplinary action?  

We cannot put too much faith in councils or care officials! In a previous child abuse case, parents wrote to an official in charge of complaints; nothing was ever done?  It transpired that the official was a prolific child abuser. Obviously written complaints regarding child abuse were binned - that's how corrupt councils operate?   

In another case re social worker abuse, children of innocent parents wrongly accused with 'satanic abuse', were put into care. A few years later a TV documentary did a 'follow up'. They were by then teenagers, still traumatised and broken as individuals by this corrupt council/social worker crime.  The teenagers showed much hatred towards these uncaring unregulated social workers!  Why were these barbaric acts by unregulated council employees allowed to continue for so long?

It was in this case that victimised parents complained, then thuggish council officials slapped a gagging order upon them?   One begins to realise just how many council despots are above the law! Reputable social workers stay well clear of such appalling councils; honest reliable social workers would not seek work at Haringey, knowing that if they spoke out about incompetent managerial failure (almost guaranteed) they'd be hounded out! 

It becomes apparent, because of the numerous abuse cases arising from severely dysfunctional councils, that childcare has become an insignificant part of a political system run by council officials. It becomes evident, because of much council incompetence in this field that continuing scandalous social work disasters are being picked up daily! So much so, that Ofsted suggest that on average, one child known to be on the 'at risk' register dies from cruelty, neglect or abuse every week?   

There has always been much cover up within councils; Ofsted helped to give Haringey a clean bill of health, by some mysterious act it gave this seriously dysfunctional Haringey council a '3 star status' for good practice. One hopes that Haringey's severe neglect of childcare along with its attendant cover up culture is not considered 'good practice'? Such collusive acts are designed to deceive the public into believing that incompetent corrupt councils are in good working order. Typical public sector deceit! This political junketing '3 star status' gave this deceitful council an unwarranted uplift, doing more damage by maintaining despots in office. Were these politically inspired '3 star' embellishments given to the highly protected council imbeciles, who could not spot a severely battered baby from 2 feet!  

Stonewalling has become an art form within many councils.  But when genuine up- front request for information regarding the death of Baby P was denied the police and the Public Prosecution Service, then one realised that such despotic denial of ones public duty by senior Haringey officials had become politically perverse. A child was tortured on their watch; they become unduly self-protective - hostile in denial where no one was to blame. The abuse of public duty was complete. How come this swashbuckling subversive mentality, forever in denial of transparency, found itself in charge of childcare?  After years of systematic failure one would have hoped the quality of social workers would, by now have improved.

However, I have recently read an account by a qualified social worker regarding a group of social work students, I quote: ' In our two years at university, we had six sessions in child care, child development and child protection and 42 sessions on Marxist theory' .... 'Some of my former colleagues are senior managers or directors of social services, the sort of people responsible for decision-making in the Baby Ps of this world.  

A childcare curriculum within a seat of learning, where the protection of children should be foremost, was being muzzled by political theory. The proper study of childcare was being neglected in favour of political dogma. Child welfare has evolved within many a lawless political regime, often run by people quite unfit to work within childcare, many were like swashbuckling subversives. The care of children becomes enmeshed in devious 'inner' politics, where their welfare becomes secondary!  That's how corrupt councils operate! 

Councils are largely run by incompetents, where the avoidance of honest public service is highly developed and self-protective.  Snooping has become the 'in thing'; where for instance wheelie-bin Inspectorate is most subversive!  All this low-grade council chicanery has found its way into childcare. It is quite an eye opener, a definitive lesson in Town Hall corruption of the facts, where fraud, incompetence and corruption big time, earns a '3 star status gong' for good practice?  I begin to see Orwell as a genius. 

The continuing question causing the public so much annoyance is 'why are these guilty monsters not resigning?  The answer has to be 'they are on a nice little earner'! Where else would you get paid so much for being so neglectful, and contributing so little to child protection?   

It really says it all in regard to the public sectors 'cover-up culture' - where everyone is guilty - but no one is to blame, many actually exonerated for the most ghastly of failures!
